But the US Secretary of the Interior, Sally Jewell, has warned that the island’s “protected natural resources,” including El Yunque and major sections of Vieques, will be “targeted for private development” by the US Financial Control Board (FCB). If this is the case, then WHY did the White House urge the passage of PROMESA? This PROMESA is looking more like a Trojan Horse… On April 1, 2016, during a brief island visit, Jewell wasted no time in blaming “Republican” FCB legislation – the PROMESA bill – for the looming turnover of public land to private developers, on a very major scale, in Puerto Rico. Was this an April fool joke? It would appear so…because three months later, the entire Obama administration lobbied feverishly on behalf of the PROMESA bill which created the FCB.

This lobbying occurred after a full year of presidential and congressional inaction on Chapter 9 reform for Puerto Rico. THE SALE OF VIEQUES AND EL YUNQUE The selling-off of public land by the FCB may happen very quickly…because it is specifically authorized by the PROMESA bill. Sections 406, 501(2), 503, and 504 of the PROMESA bill signed by Pres. Obama create the authority – and stipulate the procedure – for the transfer of any public lands in Puerto Rico. These lands would then be immediately eligible for sale and “private development.” Here is the PROMESA bill. Please read it for yourself: PROMESA supporters call this sale of cherished public lands – such as El Yunque and Vieques Wildlife – a “remote” possibility. But a key congressman is already demanding the sale and “private development” of 3,100 acres of prime beachfront property. Which beachfront is this? It is the Vieques National Wildlife Preserve…the fourth most popular wildlife preserve in the US.

Which congressman is this? It is Robert Bishop (GOP – Utah)…Chairman of the House Committee on Natural Resources. This committee wrote the PROMESA legislation, conducted the public hearings on it, and has federal jurisdiction over all public land disposition in Vieques, Culebra, El Yunque…and all of Puerto Rico.
